FreeBSD build fixes

Based on notes from Tomek Cedro <tomek.cedro@gmail.com> and
Steve Franks <bahamasfranks@gmail.com>.

In the User's Guide, sort the list of operating systems reported
through Tcl with $ocd_HOSTOS ... and include FreeBSD.
