gdb-server/rtos: Send correct answer to "qfThreadInfo" packet 

Even if no RTOS is configured, "qfThreadInfo" must be answered with "l"
instead of "". Otherwise GDB will switch to the older thread packet ("qL"),
which is not supported by OpenOCD.
