Replace the FSF boilerplate with the SPDX tag.
The SPDX tag on files *.c is incorrect, as it should use the C99
single line comment using '//'. But current checkpatch doesn't
allow C99 comments, so keep using standard C comments, by now.

Multiple smaller items addressed in jtag_vpi:
- Several log prints adjusted to make them more clear to the user.
- Ensured that command handlers return ERROR_COMMAND_SYNTAX_ERROR
on incorrect number of arguments.
- Fix in "jtag_vpi set_address": Leave the previously set address
intact on error. Do not revert it to default.
- Minor update of help messages for the TCL commands.
- Updated macro names: SERVER_ADDRESS --> DEFAULT_SERVER_ADDRESS,
the same for SERVER_PORT

Added "jtag_vpi:" prefixes to log messages from the jtag_vpi
driver. The intention is to make it clear what the messages
relate to. Without the prefix, many of the log messages
won't make much sense to the user.
This change does not alter any functionality, just
the printed text.
Example:
Before:
Error: Can't connect to 127.0.0.1 : 5555
After:
Error: jtag_vpi: Can't connect to 127.0.0.1 : 5555

Use a command group 'jtag_vpi' with subcommands instead of individual
commands with 'jtag_vpi_' prefix.
The old commands are still available for backward compatibility but
marked as deprecated.

Patch generated automatically through the new checkpatch with
flags "--types COMPARISON_TO_NULL --fix-inplace".
This only fixes the comparisons

The case of NULL on the left side of the comparison is not tested.
Some automatic fix is incorrect and has been massaged by hands:

Remove a use of AH_BOTTOM from configure.ac. This macro is used by
autoheader to add '#include' of some include file to the end of
config.h.in and then to config.h. OpenOCD can be built with a custom
config.h, so it's preferable to move these '#include' statement directly
in the C files that need them dropping this unneeded dependency.
It also causes problems when I want to use the gnulib library (which
comes with its own Makefile, and does not have the same include path as
the top-level Makefile).
So this change touches a lot of files, but is actually really simple. It
does not affect functionality at all.

Add to doxygen comment the missing parameters.
Remove from doxygen comment any non-existing parameter.
Fix the parameter names in doxygen comment to match the one in the
function prototype.
Where the parameter name in the doxygen description seems better
than the one in the code, change the code.
Escape the character '<' to prevent doxygen to interpret it as an
xml tag.

The function free() can be called with a NULL pointer as argument,
no need to check the argument before. If the pointer is NULL, no
operation is performed by free().

While loading to flash with debug level at least 3,
OpenOCD tries to print the whole loaded bitstream.
This will be very-very-slow due to implementation of
conversion from buffer to string.
* fix condition on selected debug level in jtag/core.c
* replace slow buf_to_str function from helper/binarybuffer.c
with faster but_to_hex_str function

Command CMD_STOP_SIMU had been defined in jtag_vpi for a long time
(since the beginning?) but has not been utilized until now.
Its purpose is to signal to the jtag_vpi server (i.e. the RTL
simulation software) that the simulation shall be stopped.
This commit adds a TCL configuration command that selects whether
CMD_STOP_SIMU will be sent to the jtag_vpi server when OpenOCD is
about to exit. This functionality is off by default to maintain
identical behavior as in previous OpenOCD versions, unless the user
enables it explicitly.

To reorganize the adapters code, introduce an adapter_driver
struct that contains all the adapter generic part, while
keeping in two separate struct the specific API jtag_ops and
swd_ops.
Move the allocation of *adapter_driver from the JTAG-specific
file core.c to the more adapter-specific file adapter.c
While splitting the old jtag_interface for every driver, put
the fields in the same order as in the struct declaration so
we keep a consistent code across all the drivers.
While other transport specific API could/would be added as
separate ops, nothing is done here for HLA.

Made sure that size and endianness of jtag_vpi structures sent
over the network is the same, regardless of the platform.
Little endian chosen to maintain as much compatibility
with existing OpenOCD builds as possible.

If a new JTAG command is added, then GCC will complain that
enumeration value not handled in switch. Make this consistent with
other drivers, and add a 'default' case.

If a NULL pointer is passed, don't attempt to increment it. This avoids
passing the now not-NULL pointer on and eventually segfaulting. Also
remove some unnecessary temporary variables.

This patch adds a driver for the jtag_vpi server [1]. This server is
now part of the ORPSoC version 3 (OpenRISC Reference Platform SoC).
The jtag_vpi server provides an interface between OpenOCD and a simulated
core.
