Zachary T Welch aaf948a6be change #include "mips_ejtag.h" to <target/mips_ejtag.h>
Changes from the flat namespace to heirarchical one.  Instead of writing:

	#include "mips_ejtag.h"

the following form should be used.

	#include <target/mips_ejtag.h>

The exception is from .c files in the same directory.
