target: add Espressif ESP32-S3 basic support

ESP32-S3 is a dual core Xtensa SoC
Not full featured yet. Some of the missing functionality:
-Semihosting
-Flash breakpoints
-Flash loader
-Apptrace
-FreeRTOS
